About

Selahaddin-i Eyyubi Library started its activities with the establishment of Bingöl University in 2007 and then continued to serve with 1000 books in an area of ​​200 m2 in the Faculty of Agriculture Building.

Our library, which was established in 2014 as a separate building on an area of ​​3250 m2, served in this building for 5 years, and in January 2019, it gained the most modern library building of the region with an area of ​​6000 m2, which provides study space and information services to more than 1000 users.

The Selahaddin-i Eyyubi Library provides services to its users with approximately 85,000 printed books. In addition, two unit libraries were put into service, the first of which is the Nusrettin Bolelli library serving its users in the Faculty of Theology building. The other unit library serves its users as a Social Sciences Seminar and Study Center in the Faculty of Arts and Sciences building. The aim of the library is to support the educational and research activities within our university, and then to support the realization of research activities outside our university, and to provide qualified information resources to its users.

Working Hours

Within the scope of COVID-19 measures, our library's daily working start and end times and user services have changed.

  • Our library is open to users for research and loan services.
  • The Study Hall and the 24/7 Reading Hall are closed to service.
  • Individual study rooms (cartels) for our academic staff are open during working hours.

 

The daily working start and end times of our library are determined as follows.

Catalog Scan:

Our library is an electronic service that provides access to the records of all information sources (books, magazines, thesis, encyclopedias, etc.) in its collection. Our users can access the recorded works through internet browsers, the "my mobile library" application installed on mobile devices or the catalog scanning device in our library.

 

Mobile Apps:

It is now easy and possible to access catalog scanning with the My Mobile Library application installed on mobile devices as well as accessing it from internet browsers.

 

Tubess (Turkey Document Provision System)

You can access the thesis that you cannot access from YOK Thesis Center through our library. For this purpose, the thesis number, work name, author name, university, year information and the corporate e-mail address (with bingol.edu.tr extension), phone number and first and last name of the requesting user should be sent to the kutuphane@bingol.edu.tr address. The information of the thesis that comes later or does not come for any reason will be sent to you via the e-mail address that you have written.

Important Note: The number of daily requests is 3. No new requests are made until these requests arrive. The PDF extension of the incoming material is not given to the user. After the user pays the photocopy fee, the output of the thesis is given to the user.

What are TUBESS fees? Document provision photocopy fees will vary according to each institution's own remuneration policy.

 

 CIS (Inter-Library Lending System)

With the KITS (Inter-Library Borrowing System) Inter-Library Borrowing system, you can borrow the material that is not in our library but is located in another library. To do this, you need to take action. First of all, the material you find in the other library must send the ISBN number, author name, work name, place number and the requester's first name, surname and corporate email address to the kutuphane@bingol.edu.tr address. Information about the status of the book will be sent to your requested corporate email address. The books requested through KITS are tracked only via the email address with edu.tr extension. In addition, no telephone notification is provided. Books that are not received within a week are sent back and the shipping fee is allocated from the person requesting the book.  The shipping fee for the arrival and departure of the books belongs to the personnel requesting it. Only academic and administrative personnel can benefit from the system. A user can request up to 5 books at a time. The duration of the requested books is 20 days. During this time, an extension may be requested again.

 

ISBN/ISSN Imports

Our university is publishing under the brand name of TR Bingöl University by obtaining a certificate from the Ministry of Culture and Tourism - General Directorate of Copyrights. Since ISBN and ISSN are a necessity for publications to be made, information and forms must be submitted to librarian staff (kutuphane@bingol.edu.tr) in order to receive ISBN and ISSN.

 

What is ISBN?

ISBN (International Standard Book Number) is a book numbering system prepared by the International Standards Organization (ISO) in 1972 and enacted with the approval of member states in order to monitor and make widely available information production in our rapidly changing and developing world. The aim is to identify a material published by a particular publisher by organizing and standardizing book numbers in an international way and giving them an International standard book number (ISBN). ISBN is a 13-digit enumeration system. The ISBN system gives a identification number to each published material.



What is given an International Standard Book Number (ISBN)?

What is ISSN?

ISSN (International Standard Periodical Number) is an international numbering system consisting of 2 clusters and 8 digits that are created for a specific periodical (continuous source-continuous periodical) and linked to the name of the periodical.

 

What is given an International Standard Timed Publication Number (ISSN)?

Periodicals (e.s. academic or non-academic journals, electronic journals, fihrists, annual reports, newspapers and monograph publications are included.) THE ISSN is allocated.

 

General Rules

  • Mobile phones should be in a quiet position within the library.
  • No food or drink is allowed in the library.
  • No smoking in the library.
  • You do not speak loudly in the library.
  • Books cannot be taken out of the library without permission.
  • Library layout cannot be changed.
  • Except for borrowable materials, materials used in halls cannot be taken out of the hall where they are located.

 

Loan-Return Service

Academic Staff can borrow 4 books for 30 days, extending each book for another 30 days. If they do not bring these materials within the specified time, criminal action will be taken. For each book that is not brought, the penalty for not being able to receive a daily book will be applied; The number of days of delay of the book X cannot receive any material from the library up to 2 days. If the duration of the undeclared material exceeds 50 days, the person must donate a book to the library. After the late day penalty is paid, you are entitled to buy books again. Penalties are never transferred to anyone else. There are no loans, refunds or extensions via phone or email. The extension is a one-time operation. The same book can only be borrowed once in a row. After one month, if the material is in place, it is entitled to borrow again. No borrowing is carried out without showing the Bingol University ID card. Member with material on it and/or late day penalty during the disconnection; the certificate of dismissal is not signed unless he returns the borrowed material and/or donates books in exchange for a late day penalty.

Administrative Staff can borrow 4 books for 30 days, extending each book for another 30 days. The provisions related to the delay day penalty above apply in the same way to administrative personnel.

PhD student can borrow 4 books for 30 days, extending each book for another 30 days. The above-mentioned provisions regarding the late day penalty are applied in the same way for PhD students.

Graduate student can borrow 4 books for 30 days, extending each book for another 30 days. The above-mentioned provisions regarding the late day penalty apply in the same way to Graduate students.

Undergraduate/Associate Student; He / She can borrow 2 books for 15 days, extending each book for another 15 days if he wants. The above-mentioned provisions regarding the late day penalty are applied in the same way for undergraduate/associate students.

Guest student; Non-BU guest users cannot borrow library materials. Library materials can only be used within the library and can be copied.

Academic staff and students who are not members of the BU; Academic staff and students who are not members of BU can request the BU Library through the university library ini which they are a member in order to benefit from the printed materials of the BU Library.

Utilities; they can borrow 2 books for a total of 30 days, extending each book for another 30 days if he wants. The provisions regarding the delay day penalty above apply in the same way to auxiliary servicemen.

 

Loan / Return Rules

It is mandatory to show an BU ID card when borrowing.

All users can borrow using their OWN BU ID card, no transactions are made with another user's ID card.

All liability (loss, damage, etc.) until the return date of the borrowed material belongs to the user.

It is the responsibility of the user to follow the return date of the borrowed material and to return the material in a timely manner.

The user with expired material cannot receive new material or extend it without returning it and paying the late penalty.

The material found to have been damaged during the return process (damages caused by the user; torn, scratched pages of the work, labels, stickers, etc. that do not belong to KDDB on the work) will not be returned and the same material will be requested from the user.

Periodicals (journals), newspapers, thesis, reference works (encyclopedia, dictionary, rare works, abstract, index, handbook, atlases and maps, almanacs), materials determined by KDDB that should not be taken out of the library (single copy, sold out of print, etc.) are not lent.

 

Our Donation Policy

The materials to be donated are suitable for the purposes, educational and research needs of Bingöl University and should not be outdated or scientific.

Books given by newspapers and magazines as promotions are not accepted as donations.

Books that are not physically cleanly used, pages are missing, drawn, torn and worn are not considered donations.

In periodicals; publications that do not provide skin integrity in themselves and publications that do not provide integrity with the existing collection and single numbers are not considered donations.

Materials showing features such as elementary, high school textbooks, textbooks, lecture notes, photocopied, etc. are not considered donations.

Documents and other special documents and items containing the donor's personal notes are not considered donations.

Theses are not considered donations.

KDDB has the authority to shelve donated publications or send and return them to another unit or institution library for donations, exchanges and conversions for those with double copies.

The requirement to keep a separate section on personal collection donation is not accepted. A custom collection or shelf is never created within the library to impair the integrity of the collection.

Donors acknowledge that they have lost their rightful ownership in relation to their donations and cannot make any claims.

 

Library Guest User

Who can apply as a guest student in the library of our university?

As of 2017, secondary education, associate, undergraduate, graduate students, doctoral students, doctoral candidates preparing for TUS exams or professional personnel preparing for other professional exams can apply as guest students.

 

How to Apply?

Applicants must identify and personally apply to the library digital card unit for identification and one digital photo (which is on a phone or flash drive).

 

Print Requests

As the library and documentation department, print publications are purchased according to budget possibilities every year in order to enrich our library collection. By examining the Work Request User's Guide prepared to ensure that a work that is not in our university library is included in our collection, you can easily request the works and make them available to users by using the YORDAM Catalog Scan system.

 

Photocopy Service

Photocopying is provided on the ground floor of the Saladin-i Eyyubi Library.

Photocopying is only available during working hours on weekdays.

Copies from all kinds of sources in the library to be taken through reproduction are made in such a way as not to infringe copyrights in accordance with the "Law no. 5846 on Ideas and Works of Art". For this reason, photocopies from all types of sources cannot exceed 10% of the entire resource.

In the photocopying unit of our library, the fee tariff determined by the Senate of our University is applied.

Only black and white photocopies can be made in our library.

In the copy unit of our library, only the materials belonging to our library are shot without infringing copyrights.

Wikilala (Ottoman Digital Library)

Wikilala (a database that allows search in Latin letters in printed texts (newspapers, magazines, books) published during the Ottoman period has been opened for trial access with unlimited content until 31.12.2021.

Wikilala is a digital library that allows "searching" in Ottoman texts (newspapers, magazines, books and documents) printed after the invention of the printing press. There is currently no library that allows enthusiasts or researchers doing academic studies to search Ottoman texts with Latin letters. Until the age of digital printing, researchers had to scan pages of topics or even read them line by line in order to find what they were looking for in Ottoman texts. However, thanks to Wikilala, they can reach all the titles and contents they are looking for in a single move.

At the end of 2019, covid-19, a new type of coronavirus that emerged in Wuhan, China and became a global epidemic, affected the whole world. In order to control and prevent this epidemic and disease, evaluating new treatment methods and research for this purpose has become a priority agenda of scientists in many countries.

Plagiarism Databases

 iThenticate;

Only faculty members with a Doctoral degree and academic competence; to detect plagiarism in academic studies (excluding student assignments and thesis). iThenticate's data pool includes academic databases, journals and publications, and more than 17 billion web pages. Unlike Turnitin, iThenticate-controlled broadcasts are not added to the system's data pool.

Academic staff who wish to become members of the system should send their first and last name, title and corporate e-mail address to kutuphane@bingol.edu.tr address.

IMPORTANT NOTE: In accordance with the license agreements, iThenticate Plagiarism Detection program can be used in universities only for the analysis of their own articles by academic staff whose title is Doctoral Faculty Member, Associate Professor and Professor. In addition, journal editors can also use the program in question, however; the journal must be a journal published by the university, and the editor (whose title should be Doctoral Faculty Member, Associate Professor or Professor) must be university staff.

IMPORTANT NOTE: Thesis, homework, report type documents should be analyzed through Turnitin.

Turnitin;

It is a web-based system used to prevent plagiarism and irregular citations in student assignments and projects. Assignments, projects, etc. uploaded to the system are automatically compared with sources in a large data pool and similarity report is created by identifying citations, similarities, irregular resource usages. Turnitin's data pool includes more than 200 million student assignments and more than 17 billion web pages, in addition to academic databases, journals and publications.

Only academic staff working at Bingöl University can become members of Turnitin, and students cannot.

Membership procedures are carried out by the Library and Documentation Department.
Request the kutuphane@bingol.edu.tr address for membership. Once you are a member of the system, you need to create your password in order for your accounts to be active. To do this, you need to take actions;

  1. Enter www.turnitin.com address, click "Log In" in the upper right corner.
  2. On the home screen you see, click "Reset password" at the bottom of the login information.
  3. Fill in the fields that say e-mail and Last name and press NEXT.
  4. Click "Forgot Your Answer" at the bottom of the "Secret Question" field.
  5. "Password reset email" will come to you to create your password. You can create your password by clicking on the relevant link in this e-mail.

The Academic Plagiarism (www.intihal.net) program, which was produced in Turkey to make similarity determination in academic studies, has been made available to our members.

Academic Plagiarism (www.intihal.net) is a domestic program produced in Turkey to determine the similarity rate in academic studies. It is an internet-based similarity detection and reporting software that is customized to detect many types of plagiarism.

Student assignment, master's thesis, doctoral thesis or article/paper screening can be done at Plagiarism.net without document type limitations. You can easily test the similarity without having to automatically add your document to the repository. Class logic on plagiarism.net is based on the folder system. In the academic account, you can easily create a class for student assignments or test your personal document without having to create a class.

Our researchers who want to use the program can register by clicking on the "Individual Registration" link on the https://intihal.net page (academic and administrative staff canrequest membership with corporate e-mail address with @bingol.edu.tr extension and students can request membership with T.C. id numbers). After the approval of the transaction by the library, researchers can use the program.

OPEN ACCESS SYSTEM

Thanks to the Corporate Archive (Open Access System) of our University, you can access all academic publications made with the budget of our University free of charge, full text.

In accordance with our policy, all academic studies carried out within our University must be uploaded to the Institutional Archive. In order to upload your academic studies to the system, you must first be a member of the system and your department will be authorized. After these processes, you can upload your work to the Open Access System. A maximum of 12 months of embargo can be imposed for uploaded publications.

BINGOL UNIVERSITY OPEN ACCESS POLICY
POLITICAL TITLE

Context
Founded in 2007 to provide education, research, production, publication and consultancy, BU has adopted the principle of providing education, research and presentation of research results to the widest possible circles in order to serve the interests and development of the Republic of Turkey and to respond to the needs of industry and society.  As a public university, BU aims to contribute to our country by training scientists, engineers, architects and planners who are researchers, creative and entrepreneurial, prone to critical thinking and free to make decisions, successful in teamwork, will contribute to the production of our own technology, evaluate our raw material resources, have high added value, lead production, create their own business environment and as a public university knows very well the importance of its responsibilities towards a wide audience.
For this reason, the BU has decided to establish an open access mechanism and an open access archive that will serve in this context, where it can deliver the academic studies of its members to the widest possible audiences. The BU Library will play a strategic role in compiling, long-term preservation and making available to university researchers in appropriate formats.
POLICY OBJECTIVES:
1) Ensuring the long-term compilation and protection of academic studies produced within the BU,
2) Making the academic studies produced within the BU available in the widest possible circles.
scope:
According to the first article of policy objectives; this policy covers all academic studies supported directly or indirectly by the BU and carried out by the members. The work carried out by BU members outside the BU can be stored in this archive if desired.
According to the second article of policy objectives; by developing an open access platform, in a scattered environment, it covers the ability of the publications of BU members such as scientific articles, paper texts, project reports, course materials, thesis to enter the BU Open Archive and to present these resources to all stakeholders in a way that pays attention to copyrights.
If the academic work of an BU member has previously been stored in a different open access archive, it does not need to be re-stored in the BU open access archive. However, if the researcher prefers, the work in question may be stored in the BU Open Access Archive.
Definitions:
BU Member: In this text, BU academicians, staff and students are "BU Members"
they are named.
Open Access: Without paying for academic work carried out by an BU Member, means that it can access digitally without being blocked. These studies; from the referee's evaluation articles, thesis, paper texts, which have earned the right to be published in an academic journal,
projects and open course materials.
Academic Studies: Research of BU Members, the funds they receive and the activities they carry out
refers to all the work that has arisen as a result.
Storage: Provided that a copy of the academic studies is not later than the publication date
expresses the activity of storing it in the Open Archive.
Personal Archiving: The work of an BU Member for intellectual contribution in the BU Open Archive
refers to the process that involves storage.
Policies: Members of the BU are committed to the long-term compilation and protection of their academic studies.


Agrees to the terms:
♦ The latest versions of all academic studies in which each BU Member contributes intellectually

Approvals:
♦ Storage: Each BU Member shall be approved for publication in an academic journal.
